Functional Analyst, Lead (Chantilly, Virginia 703) 

Maximum bill rate: $88/hour:
Cooperate closely with the client, technical team, financial analysts and data/system owners to develop and execute date-related configuration management and database consolidation plans and translate client requirements into workable IT solutions.  Conduct complex logical analysis of client business processes and management information requirements and formulate solution models based on IT technologies.
Prepare trade-off studies by identifying and relating business and technical variables to alternative solutions.  Translate user requirements into system specifications, configuration and management plans, life cycle management, documentation, and integrated logistics support plans and related operational summaries.  On an as-required basis, prepare and deliver written nontechnical reports to management, indicating and evaluating alternative solutions based on cost, functional risk and impact on business processes.  Prepare and deliver written project plans, project schedules and status metrics to management.
 
Minimum Requirements:  
Bachelor's degree in related field or equivalent
and seven years of related experience.  Familiarity with the Department of Defense (DoD) 7000-series financial management regulations and the DoD Planning, Programming, Budgeting and Execution process.  Experience producing functional requirements and implementation plans for complex information management systems.  Familiarity with industry standard PC office suite (word processor, spreadsheet, e-mail, database) for communication purposes. Current Secret level clearance.  Experience on software development teams using CASE tools and Internet and Oracle development environments desired.  Industry certification a plus.
